JPC WILL ALMOST CERTAINLY GET NDA BACK TO POWER IN 2014

Arindam Chaudhuri Analyses Why BJP should not and cannot afford to give up the demand for a JPC Probe

Rs. 1,76,000 crores and counting! The scam is the biggest in the country ever – or rather, the sum total of all the other scams (that have been exposed) put together, multiplied by two and more! If not a joint parliamentary committee probe now, then when? A great democracy is one with a thriving opposition. After the last elections, I had raised a question. Is this the end of the road for the BJP for long? It looked so. BJP was stuck on its Hindutva mantra, while the Congress promised youth, which looked progressive and could connect with the masses better! After all, the Hindus themselves are so coexistential that they don’t like any communal stress in their lives. But then, complacency is the mother of all failures. And failure is the mother of all successes! Congress did two big blunders. Firstly, in a haste to promote Rahul Gandhi as its future leader – and in its fear that charismatic speakers like Jyotiradiya or Sachin Pilot or Milind Deora may overshadow the son – the Congress started destroying its biggest trump card, the youth factor, which had made it look so bright. The Congress saw to it that none of them had the courage to hog any limelight or be in any platform of importance; so much so that the public has virtually forgotten Congress’ youth brigade. And the truth is whatever the slavish media in India writes (it praises every rare semi-meaningful word that Rahul says as if it’s straight from Julius Ceaser). Rahul Gandhi, unfortunately, is still not good enough to single-handedly lead the Congress yet. Like they have done with Dr. Manmohan Singh, the Congress could have made best use of Rahul as the silent guy, while the other better speakers managed the party.

The second mistake is perhaps bigger and more dangerous. Protecting a dynasty may ruin a party but abetting corruption ruins the nation. The Congress ruined its Prime Minister Dr. Manmohan Singh’s personal image of crystal clear integrity by entering into a series of mega scams. A majority of population in India, being illiterate, doesn’t understand policies much; but they understand ‘chori’. I believe a conspiracy by V. P. Singh created a wave in India which made him the Prime Minister from a nobody, thanks only to an allegation of corruption that he could make the public believe in. Rajiv was a man of definite personal integrity and was highly progressive and had started an anti-corruption drive in India against Indian businessmen. V.P. Singh was a friend of the industry, being a past commerce minister, and catching the moment, he made the Bofors allegation. Rajiv – a man of great progressive thoughts, great charisma and a Gandhi who had earlier swept the elections on a massive sympathy wave – lost the elections. I would say for no reason but a wave around corruption that the masses were falsely made to believe. Rajiv Gandhi, I believe, was personally not corrupt (for party funds, even the most honest politician depends on sources; and Rajiv might have depended on a single alternative instead of a number of Indian businessmen). But can I say the same about the current Congress? Well, only a joker can. Everyone else knows what’s happening in the Congress. Yes, there is a Manmohan Singh who is clean. But he sits atop a pile of corrupt people. CWG, Adarsh, 2G, it goes on... personal wealth creation at its best; and wealth being stacked offshore. The Supreme Court rightly asked, was the Prime Minister sleeping? Being personally clean as a leader is only half the job done. You have to make a system that cleans up the whole system.

And in this failure of Congress to provide clean governance, comes the hope for BJP and NDA for 2014. Forget Hindutva; concentrate on the massive dacoity of India. In every sphere. The masses understand it and they are totally convinced today that the UPA has started rotting inside out. There seems to be a sudden wave in the Congress on why should Mukesh Ambani remain the only one with 3 lac crore rupees. Gone are the days of the ‘hundred crore’ ministers. If figures are to be believed, today the key ministers are raking in thousands of crores. The country is being looted and sold off to the highest bidder... Oops, I got it wrong here – the lowest bidder, to be precise, who gives the highest kickback. There is absolutely no reason for anyone to accept and tolerate this. And this is where the need of opposition in a democracy comes in. The BJP needs to keep up its demand for a JPC probe. Take to the streets but the JPC is a must. And the probe must be totally transparent with complete media access during hearings. That’s the way it happened in Watergate, the Iran Contra, the Clinton case. That’s how it happens in real democracies. With the Assange case, it’s clear that America is unfairly using ownership of web domains – controlled by America – to close down various websites in order to hound and shut off WikiLeaks. India could lead the way in showing what a democracy is about for a change.

The JPC is also the only way everyone can be brought to the questioning table. Every other agency can be manipulated and managed in this country by the party in power. As I wrote in my previous editorial on the Radia tapes, the Indian media is right now too busy doing what it does best: go behind glamourised cases and magnify them to grab eyeballs and totally mislead and misinform the public. The part which was leaked till then proved nothing. There are lobbyists everywhere. The real issue here is that the government is caught in a web of corruption – perhaps facilitated by a lobbyist. Here we are talking about the issue of Rs.1,76,000 crores; and there we are speaking of a few stories that were being attempted to be planted here and there... What a mind blowing diversion from the real issue. It’s hilarious the way the media is happily going on and on bashing individual journalists (glamourous, easy preys and perfect vent for pent up jealousies), who cannot hit back, instead of hitting out at the real people who are behind this scam. What the opposition and media need to do right now is demand for the JPC probe, for that’s what the Indian masses need and want. Of course, a few weeks back, I myself wrote that our Parliamentarians have no right to waste the taxpayers’ money due to non-functioning of the Parliament. But as the magnitude of the scam gets unearthed, it’s clear that there’s more of tax payers’ money at stake in the scam than in the non-functioning of the Parliament. The masses, the tax payers, they have a right to a clean regime and the opposition must help them get their rights. That’s what makes a functional propeople democracy. And why not? After all, this perhaps is the sure-shot route for the NDA to be back in power in 2014 – as I said, nothing works with the aam junta better than the corruption plank.

Let’s get in a little bit of analytics here. There are two ways in which Congress can hope that UPA comes to power in 2014 with Rahul Gandhi as PM: first, it takes the ekla chalo route and either gets 272 seats or gets very close to it. The second is through allies. The ekla chalo route looked very promising in 2009 when the Congress won 22 Lok Sabha seats in UP. But that magic figure of 272 now looks unattainable. Look at some numbers first. The Congress has 7 out of 7 seats in Delhi, 9 out of 10 in Haryana, 5 out of 5 in Uttarakhand, 8 out of 12 in Punjab, 33 out of 42 in Andhra Pradesh, 30 plus out of 48 along with NCP in Maharashtra, 11 out of 26 in Gujarat, 6 out of 26 in Karnataka, 13 out of 20 in Kerala, 12 out of 29 in Madhya Pradesh and 20 out of 25 in Rajasthan. The only states in which Congress can improve its tally is Bihar (now 2 out of 40), Jharkhand (now 1 out of 14), Orissa (now 6 out of 21). In West Bengal and Tamil Nadu, it will play second fiddle to allies.

The fact is, a resurgent NDA could actually lead to Congress losing seats in many states. Then, it has a virtually zero base in Bihar, Bengal and Tamil Nadu. It will suffer from a huge backlash in Andhra. In Orissa, Jharkhand, Gujarat, Madhya Pradesh and Bihar, it has been out of power for so long that it has forgotten how to win. Most importantly, in key states like Bihar, Chattisgarh, MP, Gujarat, Orissa, Tamil Nadu, Bengal, Jharkhand, it has absolutely no state level mass leader who can capture imagination and votes. YSR in Andhra, Amarinder Singh in Punjab, Ashok Gehlot in Rajasthan and Sheila Dixit in Delhi did the trick in 2009. YSR is gone and the others can only do so much. In the event, it appears very unlikely that the Congress will get more than 200 seats in the 2014 Lok Sabha elections. So it has to depend on allies like Trinamool, DMK (or AIIDMK), JMM, NCP and assorted communal parties – all of whom have strained ties with the Congress.

In contrast, the NDA alliance looks formidable and could gain members by 2014. The Bihar election has been an eye-opener for parties who thought they will lose minority votes if they ally with the BJP – the stigma of the 2002 Gujarat riots. This had prompted allies like AGP, BJD, Trinamool and Telugu Desam to ditch the BJP. But Nitish Kumar has clearly demonstrated that Muslims can and will vote for the NDA. Why, even hundreds of Muslim candidates have won local elections in Gujarat on a BJP ticket! If the UPA 2 keeps getting mired in scandals and problems created by allies, a chastened BJP might just go back to rope in strong allies like Telugu Desam, BJD etc. If the BJP manages to do that, sheer arithmetic of vote percentages will also ensure that the NDA will head for a majority in 2014. A strong stance against corruption of the current government will only make the case stronger.

The key issue is: The Congress has two great nationwide vote catchers; and popular figures in Rahul and Sonia Gandhi at the centre. But barring isolated cases like Ashok Gehlot, they have hardly any charismatic state level leaders with a mass base. The reverse is true of the BJP – they have very popular mass leaders like Raman Singh, Prem Dhumal, Shivraj Chauhan, Narendra Modi etc at the state level but no Vajpayee-like charismatic leader at the centre. While for Congress, the job is far tougher (that is, of finding local leaders), for NDA, it’s just about coming to a consensus and rallying behind one leader like Narendra Modi or Nitish Kumar etc.

Then again, an NDA victory could be a blessing in disguise for Rahul Gandhi who is still very young by Indian standards – and as I have said in the past as well, he needs to learn a lot about communication techniques looking at videos of his father, grandmother and great grandfather. People will forgive an ageing Vajpayee or Manmohan Singh for their lack of powerful communication, but never a young man his age. A prolonged absence from power at the Centre has helped Sonia Gandhi rebuild the Congress step by step the hard way. If Rahul Gandhi gets the PM’s throne on a platter, there is a danger of him going further on the current waywith cronies abusing his personal repute and ultimately damaging him. A stint as opposition leader will give him time to finish the party rebuilding process that he has started.

All in all, given the massive corruption and scams that the UPA is getting drowned into, perhaps we should get used to the idea of an NDA government in 2014. And going by the performance of the earlier NDA government, there is nothing wrong with that. The only thing it has to do is grab the opportunities – like enforce the JPC – and of course, the magnitude of the scam being so big, they should not have some of their leaders sharing the booty and being bought off for a price; then the loot will continue in peace. Else, it could be NDA in 2014!

ya i totally agree with navu but we have to think what options do we have rite after congress there is only NDA as option and if u say about corruption every one is corrupted in india today the fact that they get the opportunity u didnt get that.
say for example if a police man caught u without helmet what will u do?????

and regarding jpc m sure there nust be some names of bjp in this case also as the court hav asked it to scrutinize the case from bjp era where the 2g scam started..
i some times wonder we will slave once again if our country is being looted like this by politician by the companies that have come with little money as an investment and taking 1000 times more till now.
say like hindustan lever thats not the real name of the company just to make the it more emotionally attach they had this name...thats wat is happening we r being looted from evry where even with our emotions!!!

Well seems corruption within the party and its unfruitful alliances nagging them down, NDA's emerging victory might be unevitable but stills the time ropes till 2014 congress might have an opportunity to rebuilt thier tarnish image nationwide but as a citizens we only hope that whatever party win it might work the country and its people without 4G(??) scam in 2014

I would tend to agree with Mr Arindham on corruption front but whether JPC is the best agency or not, I have my doubts. On the contrary JPC is the least likely agency to punish the corrupts. It would merely be used as didtribution of wealth( bribe) amongst all parties and everyone would be happy. Mr Arindham, kindly suggest even one case where JPC has proved effective.
Secondly, corruption is a big issue in India but the way media projects the figures, Rs 176000cr it becomes to big and difficult to understand. It such a obscene figure that it would mean nothing to majority of the population.They should give exact details and not just post extrapolated and exagerated figures.

ya rightly said sir we should be able to look NDA as our future govt. But the problem is again that who will rule the roost and problem is not the religion politics. Bihar elections has shown us that and in Gujrat too people from muslim community voted for muslim leaders of BJP.Now coming on to UPA,YSR gone,Gehlot been done in rajasthan by his ministers,Bihar looks dark,same in Jharkhand and Odisha,allies in West Bengal cant be trusted and only Punjab and Haryana wont do it for elections in 2014. Untill and unless some strict measures taken from now UPA would not be able to touch even the number 150,magic number is very far

One Bitter Truth...
We hate Riligion politics. But one bitter truth is that it was the religion politics that gives us second option paksha and vipaksh. Which is much needed for a democracy.
But after 2 decades bjp left the hindutva factor and i am happy that all are concentrating on development issue. And i strongly feel that NDA sud win the 2014 election in the betterment of democracy.

what the congress done in its two avatars UPA-I & II is to make the urban and rural poor a cluster of beggers waiting for sarkari handouts in order to survive, whereas nda created the atmosphere to make everyone stand on his/her two feet. perhaps percolation effect is not liked in India. add to this the killing of micro credit in andhra pradesh by the underliterate politicians and babus. micro credit is meant to cut red tapes to help the rural women, now they have made it mandatory for the beneficiary to get sarkari approval ! will anything survive in this desert atmosphere ? it is an affliction this dynasty-infested party should go to make India what it really is.

i think post was N.D.A. centric and there was not a single line about the Karnataka.Reality is that we don't have any choice..every alliance is corrupt let it be U.P.A. or N.D.A.States in which B.J.P. or N.D.A. have strong base is due to there good governance rather than the hindutva let be than Gujarat or Bihar.We need a new breed of politicians who can think above the maximisation of their personal wealth.

Its not important which political party grabs power in 2014. what is important in what way we will heading in 2014. There was an X factor in bofors scam; there is an X factor in 2G scam. What gives Raza so much courage to ignore PM. A lady who didnt even know the location of india in map is shaping the destiny of 5000 year old civilization. are we ashamed as a nation?
i watched you video, u have such a clear vision about what exactly is happening. Great to see that, by an example, u also conveyed that in India people usually have an illusion of being in a just society until they become victims.

Downright!! first of all, UPA has done a decent job as a govt. and it has looted decently as well. The magnitude of the looting can't be pardoned at all. On the other hand we have NDA, of course not the purest but can have a prime ministerial candidate like Narendra Modi, with a proven track-record, clean-hand image and many accolades to his name. Of course, he's not the darling of the media like Rahul Gandhi, so his image is very distorted though he's done some great works in Gujarat.Definitely, NDA should get the chance

In brief, it is so unfortunate that the cancerous decease has impacted all areas viz.,bureacracy, judiciary, economy, politics, education, religion, health, sports and what not. In the process, we are unable to proudly celebrate the grand success of CWG or Sachin's fifty Test Centuries. AAM AADMI seems to have been taken for a ride on a giant wheel by all and sundry. It is time we announce awards for Scam Ratna, Scam Bhushan, Scam Vibhushan, Scam shri and so on. There are most eligible contestants for all these awards.

Now let me know what ground you feel BJP will come to power in 2014. First of all they themselves is surrounded by lot of controversies and corruption which they try to dodge and focus on one party. Is it only the congress and UPA are corrupted in this country. No one is Saint all are sailing on the same boat.
Here no one thinks about country only they are worried about their future and their pocket. So whoever come they will trey to do more corruption and try earn goodness for their nearones.,

NDA will not benefit from JPC because They do not have any leader to encash it. Infact all opposition parties are desperate in opposing Congress as they are all being wiped out. Mulayam,lalu,karunanidhi,Communists (even in Bengal). Congress policy of divide and rule is heading for success

Reply to Oasis: The opposition party is doing always only that. That is why congress is ruling India for last 60+ years. The RSS and BJP could not produce one Patnaik or even a Nitish Kumar. Have you ever seen them attacking congress. Or for that matter even DMK and ADMK. They never attack congress. Congress becomes more and more powerful by these attacks. Even people like Amartya Sen is pointing out that shooting at Manmohan singh is not going to solve these systemic problems. I am not disputing that A Raja is corrupt. But is it not the job of the so called intelligentsia to explain what was the phone charges before Raja and what it is now. More that 600% fall. Don’t give credit to him for this because this is TRAI policy. 3G spectrum was expected to fetch only 35,000 Crore. But it fetched 85000 crore. All this is GOVT Bank money. Given as loan. Just watch how long we have wait before 3g comes to our phone. Singapore is already having 3G but we wont get it for next 3 years. Why the opposition is not talking about this? They have no vision. They just think talking corruption 24 hrs will somehow bring them to power. ( They were ruling the entire north India)Then They break Babri Masjith bomb some more mosques and Kill a few Muslims and see if they can continue to rule.

I was a staunch congress supporter but after seeing how the UPA remained silent on scam after scam and allowing corruption on such a gigantic scale, I became totally disillusioned. I am fully with the BJP and they should go hammer and tongs for a JPC and expose all the scams to the people in a clear and transparent manner. This UPA should go at all costs and we expect the BJP to provide good governance in 2014. (fingers crossed)

You don’t have to be pro or anti congress. You have to evaluate facts. Last time also during Boffors Scandal PAC made drastic comments like this what happened to that? PAC’s job is to find all possible faults. A Raja is a lawyer and he won’t make any obvious mistake to get caught legally. PAC report is wrong because see what was our phone charges before Raja and now. Also check the share value of all telecom companies and compare it with Sensex. Nobody would pay 1,75,000 crore as bribe and make heavy loss like this. Many of the companies which were allotted spectrum have not gone live even after 2 years. The analysis provides an overly simplistic, and impractical solution for any self respecting democracy. In my opinion the article is quite unethical as it seeks to undermine parliamentary democracy to further some partisan interest.

Even before a JPC there should be a debate in parliament with all the facts and allegations of corruption discussed threadbare.

If there are no new facts to justify a fresh debate on 2 G, then alas the NDA lost the last debate on the telecom issue, and the vignettes of that debate and the response of the UPA debaters is still fresh in our minds.

Skilled debate is the heart beat of any aspiring democracy. It is the best way to form public opinion. The NDA unfortunately does not have skilled debaters unlike the UPA.

If the NDA wants to come back to power in a parliamentary democracy they should look to add to their parliamentary party skilled debaters.

Also there is a legitimate parliamentary tool of moving a no-confidence motion against the Government.

If the NDA would like to come back to power and cannot get a JPC immediately they should use the parliamentary procedures to move a no-confidence motion to expose the double standards on corruption of some of the players and put the government on the mat in the course of the debate on the no- confidence motion.

I find it quite surprising that Mr Chaudhury does not want to even suggest any of this options. Why so?

If the NDA permits a debate in parliament, and exposes the Government on the floor of the house on corruption and wins the debate in the public opinion, the demand for a JPC would make sense. Today the situation is different from Bofors in the 1980's and there is no way an election can be won in India by sloganeering and obstructing a debate in parliament.

The middle class is educated enough not to be guided by sloganeering on corruption.

Is it that the opposition and its acolytes fear a debate on corruption in the face of the skilled debaters of the UPA and their own skeletons?

A JPC is an easy tool to accuse without mud sticking to the accuser but how ethical is this approach?

I entirely agree with A. more than 60 companies who were allocated spectrum have not even launched it after 2 years. Only fool will pay such high bribes and not even launch the product. Telecom companies have lost more than 50% share value in last 2 years when market has jumped up by 80%. Are these things not to be considered at all by so called educated people. Why close your eyes to one word corruption. Shows that so called educated people are Troglodytes (Idiots as defined by Plato in 400BC – see my blog). This is an entry point Congress into Tamilnadu and DMK have lost all their ministers and surprise they can do nothing about it. Then again NDA what is that. Patnaik has kicked BJP off. Telegu desam will ruin itself by giving even outside support. After Raj Thakeray episode even Shivsena will hesitate. See Nitish laughing at flag hoisting in Srinagar. Even if entire population supports who is leading them Sadela achar ( ransid pickle) or the poster boy of BJP (He was sticking posters for RSS) ?

NDA cannot hope to come to power through Trojan horses. Nor can a JPC transform its chances. Shoot and scoot amd furthering innuendo and mendacity through a JPC , when NDA has failed at parliamentary debate, just wont work.

Do the math. If Cong gets at the most 200 seats will the remaining 342 go with the NDA? At least 75 will go to parties who will have no truck with the BJP or its mascots like Narendra Modi who is even unwelcome in their states for campaigning.

The NDA's only hope is widening its coalition and adding parliamentary debaters. At present it fails on both counts. The reason is entirely ideological. NDA cannot build a governing alliance on a discredited and pernicious ideology sustained by the RSS. Today we have the mortification of seeing that people fed a diet of the RSS ideology have taken to terrorist activity. How can this ideology attract intelligent and well educated people and skilled debaters when it is bankrupt of new ideas? How can it attract new coalition partners when people like the current president of the BJP and its main office bearers cannot hope to be there if they do not have the crucial endorsement of the RSS. Essentially the BJP is not a democratic party when one organization has a veto power over democratic processes and this same organization has an ideology that has been rejected by the constituent assembly and today continues to be rejected at the hustings. Without a change in this outdated ideology and its baggage to hope a JPC will bring them back to power is just a pipe dream.

Mr Chaudhuri, I believe has his heart in the right place and it beats for India. I think it is about time that BOTH ethics and genuine interest in furthering parliamentary democracy - the medium through which India has chosen to guide its progress- are the twin guiding stars for those advising aspirants to occupying seat of government.

NDA has to shed its pernicious ideological baggage to attract intelligent debaters, coalition partners and reject supra powers of the RSS over governance. Only then can it hope or should it be even encouraged to bid for power at the Center.

Another advice to RSS. (I Hate Arun shourie from the date he wrote against Rajiv Gandhi for banning Satanic verses) Arun shourie was the principle media head Indian express which brought Atalji as PM. He was a honorable minister in his cabinet. See the way they are treating him. So also Jaswant singh.
And yes Advaniji. All are expendable. To what? Which person would join this party and work for the country. RSS cannot tolerate ideological vagrancy. Such parties dig their own grave. I had heard an interview of Bhagwat. Seems to me to be intelligent and straight forward. He can change RSS from this foolish anti Muslim ideologue. Provided he is allowed to work. RSS is full of rogue elements which should be controlled and sidelined and a fresh start has to be taken. A ten year plan to inculcate a new stream of honest persons with good experience and good performance should be injected. I was too young then to really remember it all; but I have heard from many people that the mass protests generated by the arrest of Anna Hazare are similar to the uprising called Total Revolution led by the late Jaiprakash Narayan in the early 1970s. In fact, it was the Total Revolution and the chaos that followed – and a historic blunder by Indira Gandhi – that led to the imposition of the Emergency in India in 1975. Many people are comparing today’s situation to the Emergency days. Don’t see “Slumdog Millionaire”. It sucks!

A phony poseur that has been made only to mock India for the viewing pleasure of the First World!! The emperor’s new clothes! That’s “Slumdog Millionaire” for you… Five minutes into this celebrated patchwork of illogical clichés and you are struck by the jarring dialogues. The cumbersome delivery in a language which doesn’t come naturally to most of the actors sounds like someone scratching on walls with one’s finger nails; it ruins the possibility of a connection… Had this film been made by an Indian director, it would’ve been trashed as a rotting old hat, which literally stands out only because of its stench, but since the man making it happens to be from the West, we’re all left celebrating the emperor’s new clothes. The film borrows an undoubtedly interesting narrative style – from films like “City of God” – but then uses it to weave in a collection of clichés from the Third World’s underbelly for the viewing pleasure of a First World audience.
